Dubbing ministerial meetings at scale with ElevenLabs
During the 2025 Polish Presidency of the Council of the European Union, the General Secretariat of the Council partnered with ElevenLabs to make high-level diplomatic press conferences accessible to European citizens in their native languages.
During Poland's six-month presidency of the Council of the European Union starting on the 1 January 2025, more than 20 ministerial meetings took place in Warsaw.
To expand access to these discussions, the presidency partnered with ElevenLabs to dub press conferences into English, French, and Polish. AI-generated audio ensured that discussions on critical topics - including European security and competitiveness - could be understood by millions of citizens across the Union in their own languages.
Recordings were published on the presidency’s official YouTube channel, where viewers could select their preferred audio track.
This marked the first time an EU presidency implemented AI-driven dubbing for official communications at this scale.

Diplomatic communication depends heavily on the specific delivery of the speaker. The team used dubbing technology to translate content while preserving the tone and cadence of each speaker, maintaining authenticity across languages.
The result was multilingual access without replacing the identity of the original speaker.
Given the legal and political sensitivity of EU communications, precision was essential.
AI-generated translations were reviewed and verified by ElevenProductions. This human-in-the-loop verification process ensured that nuanced legal and policy language was reflected accurately in the final audio.
To address phonetic and linguistic differences across languages, the team combined high-fidelity voices from the ElevenLabs Voice Library with secure voice clones tailored to the speakers.
Security was a core requirement of the collaboration. ElevenLabs was assessed and approved by the Cybersecurity Department of Poland’s Ministry of Digital Affairs. To ensure full speaker protection, all speakers provided explicit, GDPR-compliant consent for their voices to be used.
Voice models created for the presidency were restricted to official conference translations and were protected against unauthorized access or reuse. All AI-generated recordings were clearly labeled to ensure transparency for audiences.
